Klondike Development Organization is a partnership between the City of Dawson, Dawson City Chamber of Commerce, Klondike Visitors Association, Dawson City Arts Society and Chief Isaac Incorporated and the development corporation of the Tr’ondëk Hwëch’in. Its main goals are addressing the local rental housing shortage and engaging with partners to find solutions to local problems. The Organization built two 8-unit rental apartment complexes within 2 years and now operates both buildings.

Project scope and expected outcomes
“From a community-based economic development standpoint, this project checks several boxes: creating stable, year-round rentals, supports our labour market, and its 3rd avenue location contributes to downtown revitalization as well as increased accessibility and minimized reliance on vehicle use. We're especially pleased that this project was executed by local contractors and crews sourcing materials locally so that the development of this housing directly supports Dawson City's economy, particularly through the winter."
Dawson City has a population of around 1,400, which fluctuates seasonally. The city faces unique challenges as a northern community such as limited rental housing options, high construction costs and land constraints. A new, 8-unit affordable housing project is filling the need by providing much-needed permanent affordable rental housing for local residents. The building has six 44-square-metre 1-bedroom units and two 55-square-metre 2-bedroom units. The energy efficient building offers housing for single-person households, couples and small families.
Local companies built the project during the winter, creating jobs during a time where the economy slows down in northern communities. Materials were also sourced locally, helping to support Dawson City’s economy during winter months. The project was completed on a modest budget.
The project’s central location has a number of benefits. These include supporting downtown revitalization, offering better access to services and amenities, and reducing automobile use. The building was designed with its surroundings in mind and fits in seamlessly with Dawson City’s heritage downtown.
The City of Dawson supported the project through its Development Incentive Policy as well as providing a 100 percent property tax rebate for 10 years. The Canada-Yukon Investment in Affordable Housing agreement made the Affordable Housing Construction Program possible. The Municipal Matching Rental Construction Grant and the Affordable Rental Construction Program through the Yukon Housing Corporation, provide community organizations and developers with financial support to build affordable housing for Yukoners.
