Through Budget 2016, we are delivering a one-time federal investment of over $77.6 million over two years to renovate and retrofit social housing units directly administered by CMHC.

We issued a one-time Call for Applications in June 2016. Final decisions on applications were completed in June 2017, and all applicants have been advised.

The value of the work requested in applications well exceeds the total funding available. Highest priority is being given to projects in greatest financial need for work that addresses the risk of losing units (due to health and safety issues, regulatory or legislated requirements). We also evaluated the overall governance of projects to make sure this funding will support viability.

In February 2017, the Government of Canada announced the first projects approved for funding under the Reno/Retro 2016 initiative. Further announcements will be made at a later date.

FAQ

WHY WAS MY APPLICATION NOT SUCCESSFUL?

In general, applications did not move forward for the following reasons:

  • Applications did not meet the criteria for financial need, good governance, or the need for the renovation work relative to other applicants
  • Work identified in the application has already been completed
  • Applicants are not administered by CMHC
  • Applications were incomplete

WHAT CAN I DO IF MY PROJECT WAS NOT SELECTED?

Unfortunately all selections for Reno/Retro 2016 are final. However, social housing providers and individuals living in social housing may be able to benefit from numerous initiatives being proposed as part of Budget 2017. Further details will be announced as part of the launch of the National Housing Strategy later this year.

WHAT IS THE CURRENT STATUS OF THE FUNDING FOR THE REPAIRS AND RETROFITS TO SOCIAL HOUSING UNITS?

  • Applications were reviewed and assessed on financial need and the need for renovation work. We also evaluated the overall governance of projects to ensure funding would support viability.
  • The first round of funding commitments was announced on February 17, 2017. Project commitments are underway for 2017 – 2018 and further announcements will be made at a later date.
  • Housing providers whose applications were not successful have been advised. Final decisions on the remaining applications were made in June 2017.

WHAT IS CMHC’S CRITERIA?

  • Off-reserve social housing projects that are administered by and currently under an operating agreement with CMHC were eligible to apply.
  • To ensure the right work gets funding, projects were selected based on financial need and the need for renovation work. We also evaluated the overall governance of projects to ensure funding would support viability.
  • Eligible activities include general repairs as well as renovations required for the health and safety of residents and regulatory or legislated requirements.
  • There was no maximum amount of funding for successful applicants, but the proposed costs were reviewed to ensure they are reasonable for the type of work.
  • Work must commence within three (3) months of CMHC approval, and be completed by November 30, 2017. Final invoices for all completed work must be received by CMHC no later than March 30, 2018.

While social housing projects across Canada face challenges, applications to the Reno/Retro 2016 initiative were selected based on need, rather than location.
