This $250 million option of the Co-Investment Fund supports the construction, renovation or repair of at least 560 shelter beds and transitional housing units. Funding can be used for new builds or to renovate and repair existing buildings.

IMPORTANT

The National Housing Co-Investment Fund has several options available for new builds and renovations.

Fund details

The Fund prioritizes partnerships between organizations and governments supporting women and their children fleeing violence and other partners.

The Co-Investment Fund prioritizes affordable housing that is:

  • energy efficient
  • accessible (PDF)
  • socially inclusive

CMHC has allocated:

  • $200 million in capital funding
  • $50 million operational funding top-up for new construction projects over 6 years Capital funding has been used to create new shelter and transitional housing spaces through:

Capital funding has been used to create new shelter and transitional housing spaces through:

  • new builds
  • expansion or conversion of existing non-residential buildings

It has also been used to repair existing shelters and transitional housing.

Operational funding was available for new construction projects. It was a top-up and not meant to cover all operating expenses. Your projects had to be operationally viable.

Applicants could qualify for:

  • up to $30,000 in operating costs annually for each shelter bed
  • up to $15,000 in operating costs annually for each transitional housing unit

Applications were accepted through 2 intake windows:

  • The first window was open from November 30, 2021 to January 30, 2022.
  • A second application window was open from April 1, 2022 to May 31, 2022.
  • If necessary, a third window may be opened at a later date.

CMHC has reviewed and prioritized applications at the end of each window. If your application was not selected, it was automatically considered in the next window.

Eligibility requirements

Organizations and governments supporting women and their children fleeing violence across Canada were eligible to apply. This included all proponent types eligible under the Co-Investment Fund:

  • non-profit housing sector
  • private sector housing providers and organizations
  • community housing sector
  • housing co-ops
  • provincial, territorial, municipal, governments and Indigenous governments including their agencies

Existing National Housing Co-Investment Fund applications

If you’ve submitted an application for one of the Co-Investment Fund’s general program options, your application may be considered for this stream. Contact your specialist to learn more.

Eligible projects included:

  • new shelters and transitional housing renovation and repair of existing buildings

New builds only:

  • top-up of operating costs for shelter and transitional housing spaces for women and children fleeing violence

To be eligible your project:

  • must have had a minimum of 5 units or beds
  • must have had residential as its primary use
  • must not have exceeded 30% of the total gross floor space nor 30% of total value/cost for its non-residential component

Your project must have been supported from another level of government such as:

  • a municipality
  • a province or territory
  • an Indigenous government

Support could have been in the form of investment of resources. It could also have been in the form of a letter endorsing your project.

Applications are reviewed for readiness, eligibility and completion. CMHC will contact you if additional documentation or clarifications are required before starting the assessment and prioritization of your application.
