Characteristics of Individuals in Persistent Core Housing Need

We consider individuals who were in core housing need in both the 2011 and 2016 census cycle to be experiencing persistent housing need — or “remaining in need.” Key highlights indicate that close to 50% of the “remain in need” population:

• received government transfers as their primary income source
• have significantly lower personal and household incomes

In fact, the average affordability gap of the “remain-in-need” group was $5,370 annually in 2016 and the median was $3,970.

This research provides several data tables on different characteristics of individuals remaining in core housing need during the period from 2011 to 2016. This research is the first time that a longitudinal dataset drawn from the census is used to study the flows of individuals into and out of core housing need. The data tables build on the Research Insight called Transitions into and out of core housing need.
