At CMHC, we work in partnership with First Nation communities across Canada to create safe and affordable rental housing. Through our Residential Rehabilitation Assistance Program – Conversion (RRAP-C) On-Reserve, we offer financial support to convert non-residential properties into self-contained affordable housing units.
Who is eligible for financial support?
You can apply for financial support if you own non-residential property located on-reserve and are converting it to affordable housing. Funding can be provided for properties owned by a First Nation or by private entrepreneurs.
What types of properties are covered by this program?
Financial support is available to convert non-residential on-reserve properties that:
- are environmentally safe
- can be realistically turned into affordable housing units
- will charge rents appropriate to affordable housing, at or below the limits set by CMHC
- are aimed at tenants at or below a specific household income limit (based on the location of the community)
Important: Have you done any conversion work before getting your application approved in writing? If so, those activities won’t be eligible for funding under this program.
How much financial support is available?
We will provide up to $60,000 for each unit being converted into affordable housing. If your property is located on-reserve in northern or remote areas, the maximum amount may be increased by 25%. The work must be directly related to the conversion and rehabilitation of non-residential property into affordable housing.
This is a forgivable loan, which means it doesn’t have to be repaid as long as you meet certain conditions.

What if I need funding for a different kind of project?
You may be eligible for one of our other on-reserve housing programs. For example, we have a program to help with repairs to improve the health and safety of on-reserve housing. There’s also a programs to fund accessibility modifications and adaptations for seniors and people with disabilities.
